The objective of the contract is to update and further develop the 2010 edition of the Handbook on European non-discrimination law published by FRA in co-operation with the European Court of Human Rights and the Council of Europe, synthesizing the European and national case law in this area. This development should include relevant aspects of criminal law (notably hate crime, hate speech, and public denial or trivialisation of crimes of genocide, crimes against humanity and war crimes in a manner likely to incite to violence or hatred), as well as economic, social and cultural aspects, on the basis of an analysis of applicable non-discrimination legislation and jurisprudence.
The contractor is expected to provide a legally relevant and scientifically robust analysis of the body of discrimination-related law, stemming mainly from the ECHR, the European Social Charter and EU law. In particular, the latter should be done by illustrating relevant case law from the Court of Justice of the European Union, the European Court of Human Rights, and the European Committee of Social Rights, and where appropriate higher national courts and decisions. The analysis shall clarify the non-discrimination law standards in relation to a list of thematic issues.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
