Implementing the UN Convention on the Rights of Persons with Disabilities: Human rights indicators
This guide helps independent national monitoring frameworks to fulfil their monitoring responsibility set out in Article 33 of the Convention on the Rights of Persons with Disabilities (CRPD). It focuses on the use of indicators. It does not deal with aspects such as compliance with the Paris Principles or the efficiency of complaints mechanisms. Its objective is to support national monitoring frameworks in designing or improving indicators for assessing progress of CRPD implementation at national level.

From institutions to community living for persons with disabilities: perspectives from the ground
The Convention on the Rights of Persons with Disabilities commits both the EU and all of its Member States to realising the right of persons with disabilities to live independently in the community – which includes achieving deinstitutionalisation for those residing in institutional settings. But much remains to be done to make this a reality in practice. This report presents the main insights gained during fieldwork on the drivers of and barriers to deinstitutionalisation. Focusing on the local level, it gives voice to a diverse set of actors – most importantly, to people with disabilities themselves.

Violence against children with disabilities: legislation, policies and programmes in the EU
Children with disabilities face significant barriers to enjoying their fundamental rights. They are often excluded from society, sometimes living in facilities far from their families. They are also denied access to basic services, such as health care and education, and endure stigma and discrimination, as well as sexual, physical and psychological violence. FRA scrutinised the important but underreported issue of violence against children with disabilities, carrying out desk research and conducting interviews with knowledgeable stakeholders. This report presents the results of that research.

The EU and its Member States took a variety of important steps in 2013 to protect and promote fundamental rights by
assuming
new international commitments, revamping legislation and pursuing innovative policies on the ground. Yet, fundamental
rights violations seized the spotlight with distressing frequency: would‑be migrants drowning off the EU’s coast,
unprecedented mass surveillance, racist and extremist‑motivated murders, child poverty and Roma deprivation.

Against a backdrop of rising unemployment and increased deprivation, this FRA Annual report closely examines the situation of those, such as children, who are vulnerable to budget cuts, impacting important fields such as education, healthcare and social services. It looks at the discrimination that Roma continue to face and the mainstreaming of elements of extremist ideology in political and public discourse. It considers the impact the crises have had on the basic principle of the rule of law, as well as stepped up EU Member State efforts to ensure trust in justice systems.

Inequalities and multiple discrimination in access to and quality of healthcare
Certain people are seen as particularly vulnerable to unequal treatment, because they share a combination of characteristics that may trigger discrimination. A Roma woman sterilised without her informed consent, for example, has suffered discrimination not just because of her sex, as all women do not face this treatment, nor just because she is Roma, as Roma men may not face this treatment. The discriminatory treatment is based specifically on the intersection of her sex and ethnic origin.
