The European Union Agency for Fundamental Rights (FRA) wishes to set up a list of candidates interested in a fixed-term work opportunity as Seconded National Expert (SNE).
Please read carefully these general conditions before applying to make sure that you fulfill the criteria for secondment.
Seconded National Experts are staff employed by a national, regional or local public administration, or an IGO, who are seconded to the FRA so that it can benefit from the high level of their professional knowledge and experience, in particular in areas where such expertise is not readily available and gives the opportunity to the National Authorities to profit from the exchange of professional experience.
The persons covered by these rules:
- MUST be employed by a national, regional or local public administration, or an IGO;
- MUST have worked for their employer on a permanent or contract basis for at least 12 months before their secondment and;
- MUST remain in the service of that employer throughout the period of secondment.
The SNE's employer shall undertake to continue to pay his/her salary, to maintain his/her administrative status (permanent official or contract staff member) throughout the period of secondment and to inform FRA of any change in the SNE's situation in this regard.
The SNE's employer shall also continue to be responsible for all his/her social rights, particularly social security and pension. The termination of or change in the SNE's administrative status (permanent official or contract staff member) may lead to the termination of his secondment by the FRA.
The secondment contract may not be less than six months nor more than two years. The initial duration of the secondment is one year. The contract may be renewed once or more, up to a total period not exceeding four years and does not lead to subsequent employment at FRA. The contract duration is for full time employment.
Before the period of secondment begins, the national or international civil service from which the SNE is to be seconded, shall certify to the FRA that he/she will remain, throughout the period of secondment, subject to the social security legislation applicable to that civil service and will assume responsibility for expenses incurred abroad.
Candidates are requested to have a good level of English.
FRA pays for a daily subsistence and monthly subsistence allowance depending on the distance between the place of origin and place of secondment.
